Haven Cruz-Hubbard
Haven Cruz-Hubbard is the CEO and founder of AnchorDR. A U.S.-trained lawyer (Harvard Law ’97), former senior U.S. diplomat, and entrepreneur, he has lived and worked in more than 25 countries and has called the Dominican Republic home for six years. He understands firsthand how challenging it can be to set up a business, navigate government systems, and install a family in a new country, all at the same time.

Over the course of his 28 career as a lawyer and government executive, Haven has built deep professional relationships within the Dominican Bar Association, government institutions, and the private sector. He founded AnchorDR to be the kind of partner he once needed himself: clear-eyed, responsive, and effective. His focus is on helping expatriates and international clients build stable, compliant, and fulfilling personal and professional lives in the DR, with fewer surprises and more confidence. Haven speaks English, Spanish and is proficient in French.

Mariela Peña Fernández
Born and raised in the Dominican Republic and also a United States citizen, Mariela Peña Fernández is the operational backbone of AnchorDR and a trusted guide for foreigners seeking to build a life on the island. From a young age she has moved in multicultural communities, helping newcomers feel welcome, reduce frustration, and enjoy the best of the country.

Mariela brings more than 20 years of experience across government, international aid, nonprofit management, and tourism and hospitality. A native Spanish speaker fluent in English, she draws on a broad and reliable network throughout the DR to connect clients with the right people and practical answers when timing matters. At AnchorDR, she ensures details are handled, logistics move forward, and challenges are resolved. Co-Founder and Executive Director
Andre-Guy Soh
Andre-Guy Soh is the Executive Director and Co-Founder of AnchorDr. A former U.S. diplomat and contracting officer, Andre-Guy bridges the gap between international visitors and local opportunities. Having lived internationally for over 20 years, Mr. Soh is fluent in Spanish, French and has been deeply integrated into Dominican life since 2016.
Andre-Guy is also a savvy real estate investor with properties on four continents. He possesses a rare combination of high-level regulatory and transactional expertise and an ability to connect and “get things done” with local officials.
Andre-Guy leverages his deep experience, business sense and robust network, spanning the Dominican government, law enforcement, and private sector, to benefit his clients, ensuring every engagement is secure, efficient, and successful.
